Every learner driver clears a different bar. New Zealand’s Road Code test demands 91% — miss more than 3 of 35 questions and you’re back in the waiting room. India’s RTO learner’s licence test only asks for 60%. Same idea, prove you know the road rules, completely different tolerance for error.

Pass mark alone doesn’t tell the whole story. The Philippines’ LTO exam sets a lower 75% pass mark, but on a 60-question paper that’s still only 15 forgiven mistakes — not the cushion the lower percentage suggests. Shorter exams punish a single wrong answer harder: a 45-question test like Australia’s NSW Driver Knowledge Test allows just 4 mistakes at a 90% pass mark, which is why it feels tougher than its ranking position alone implies.
